Our History

The PELSA Company was founded in 1981 by Michael R. Paraskewich Sr., PLS. Originally named Paraskewich Engineering and Land Surveying Associates, the firm's acronym—PELSA—has become synonymous with dependable surveying, engineering, and land consulting services throughout the Mid-Atlantic region.

Before establishing PELSA, Mr. Paraskewich was a partner with Govatos and Paraskewich, Inc., a multidisciplinary engineering and surveying firm. His vision was to create a land consulting company that combined technical expertise with responsive service, delivering accurate results, competitive pricing, and dependable project timelines for clients throughout Delaware, Maryland, and Pennsylvania.

Over our many decades of service, PELSA has earned a reputation for professionalism, reliability, and long-term client relationships. Today, the company continues to serve homeowners, developers, attorneys, title companies, municipalities, government agencies, and commercial property owners throughout the region.

Expanding Our Legacy

In 2011, John “Jack” E. Zebley, PLS joined the PELSA team. Mr. Zebley brought more than five decades of surveying experience and a substantial archive of over 90,000 project records from his firm, Zebley & Associates, which had served clients throughout New Castle County, Delaware and Southeastern Pennsylvania since 1975.

PELSA further expanded its historical records and regional expertise through the acquisition of Dixie Line Surveys in 2020 and the records of Howard L. Robertson, Inc. in 2022. These additions preserved decades of surveying, engineering, and planning history throughout Delaware, Maryland, and Pennsylvania, providing clients with access to valuable historical property and development information dating back generations.

PELSA has a deep library of local land records and surveys dating back to the 1930s.
